BrubruBel

AI-Powered Innovation for Belgian Public Procurement

A proposal for implementation within Brussels and Belgian public administrations

GenAI for procurement NL / FR / DE / EN multilingual European AI supply chain Made in Brussels

The Opportunity

BrubruBel is a GenAI platform designed to be implemented within Belgian public administrations, transforming how Brussels, Flanders, and Wallonia handle public procurement. Built on Brubru's proven architecture for EU policy professionals, it adapts AI-powered legislative analysis, document generation, and compliance checking for the Belgian procurement context.

It is conceived as an innovative public procurement tool deployed inside government: not an external vendor product, but a capability embedded within the administration itself. An AI assistant that helps every public buyer, from a small municipality to a federal ministry, procure better, faster, and more innovatively.

Proposed in partnership with: Innoviris (Brussels-Capital Region) and sustAIn.brussels (European Digital Innovation Hub).

Three Interlocking Challenges

Complexity Overload

Federal/regional procurement law, EU directives, sector regulations, and jurisprudence create a legal maze that discourages innovation-friendly procedures.

Language Fragmentation

Belgium's trilingual reality (Dutch, French, German) means procurement documents must work across language barriers. Most municipalities lack multilingual resources.

Innovation Gap

Most Belgian public buyers default to lowest-price open procedures. They lack the tools and confidence to use innovation-friendly procurement instruments.

How AI Addresses All Three

Simplify Complexity

Natural-language explanations of procurement rules and procedures, like having a legal expert on call 24/7.

Bridge Language Gaps

Real-time trilingual support across Belgium's three official languages, built into every feature.

Enable Innovation

Step-by-step AI guidance through competitive dialogues, innovation partnerships, and pre-commercial procurement.

What BrubruBel Provides

Seven AI-powered modules, each adapted from Brubru's production platform to serve Belgian public procurement officers directly within the administration. Every module includes automatic translation: anything produced in one language is instantly available in NL, FR, DE, and EN.

Core Differentiators

4L

Multilingual with Auto-Translation

Every feature works in Dutch, French, German, and English. Documents created in one language are automatically translated to all other three, removing language barriers across Brussels.

BE

Belgian Law First

Knowledge base grounded in Belgian procurement legislation (Wet Overheidsopdrachten / Loi sur les marches publics). Regional specificities built in.

IP

Innovation Procurement Guidance

Dedicated workflows for competitive dialogue, innovation partnerships, and pre-commercial procurement with step-by-step AI guidance.

EU

European AI Supply Chain

Mistral (French) as primary AI provider. No data leaves EU jurisdictions. Full GDPR compliance and Belgian eID integration.

How It Works in Practice

Three real-world scenarios showing how BrubruBel transforms procurement for Belgian public administrations.

1

First-Time Innovation Partnership

A Brussels municipality wants to procure an AI-powered citizen service chatbot but has never used an Innovation Partnership procedure.

  1. ProcureChat explains the Innovation Partnership procedure in plain Dutch/French
  2. Procurement Comply validates the choice is legally appropriate for this contract type
  3. Tender Drafter generates the procurement documents with innovation-specific clauses
  4. Market Intelligence estimates supplier interest from TED historical data
  5. Template Generator produces the notice for publication in the Bulletin
Without BrubruBel: 6 to 12 months of legal consultation and uncertainty
With BrubruBel: 2 to 4 weeks of guided, confident procurement
2

Cross-Regional Joint Procurement

Brussels-Capital Region, a Flemish municipality, and a Walloon province want to jointly procure a smart energy management system.

  1. ProcureChat explains joint procurement rules across regions
  2. Tender Drafter generates multilingual specifications (NL/FR/DE/EN) from a single brief
  3. Procurement Comply checks compliance with all three regional frameworks
  4. Procurement Calendar tracks the joint timeline across different administrative calendars
3

SME-Friendly Green Procurement

A federal agency wants to reserve lots for SMEs in a green public procurement of office supplies.

  1. ProcureChat explains SME-friendly provisions in Belgian law
  2. Tender Drafter includes appropriate lot division and sustainability award criteria
  3. Procurement Comply flags provisions that might inadvertently exclude SMEs
  4. Market Intelligence identifies potential Belgian SME suppliers

Risk Assessment & Mitigation

Risk Prob. Impact Mitigation
Low public sector AI adoption Medium High Partner with Innoviris for trust-building; "Test Before Invest" via sustAIn.brussels
Belgian law complexity (3 regions) High Medium Start with Brussels only; expand region by region with legal expert validation
Language model accuracy in legal context Medium High Human-in-the-loop for all outputs; legal disclaimer; expert review for templates
Budget constraints in public sector Medium Medium Deploy within existing Innoviris budget; seek DIGITAL Europe co-funding
Competition from generic AI tools Low Low Deep Belgian specialisation is the moat; ChatGPT cannot do procurement compliance
Data privacy concerns Medium High GDPR compliance; Belgian eID integration; EU-hosted infrastructure only
